There are many ways to proc this effect in Dragonflight, and any of them are acceptable. This is usually not advised, and you should never be at 3 charges. If you are capped on charges of Thistle Tea, use it with Deathmark for the mastery buff. Tea is tricky to use in your opener because of the inherent energy gain you get from casting a lot of Garrotes.
In AoE this usually is not an issue since we replace Mutilate with Fan of Knives on 3+ targets.
